You must execute as follows;

# sax2 -r -m 0=fglrx -b /usr/share/doc/packages/fglrx/sax2-profile

If x doen't start up correctly after this. do reinstall SuSE again.
During installation. don't touch 'video configuration, and set 'runlevel 3
login'.
Then, 

 1. make ATI driver's rpm file.
 2. install rpm file
 3. execudte

   # sax2 -r -m 0=fglrx -b /usr/share/doc/packages/fglrx/sax2-profile
