This scenario is way too *optimistic*. Even with kernel developers *not* accepting proprietary kernel modules, you don't get 2D without close-sorce drivers for X1xxx cards. Granted, you do not necessarily need a closed-source kernel module if you ignore 3D AFAIR. This is the state for almost a year now.
