It rebuilds the packages if any of the packages it (indirectly) depends on got
rebuilt or itself changed, even if those change was for another architecture
or distribution version. That's not a bug but a feature ;-)...

If the version number or first part of the revision changed it's likely. Not
if second revision part changed then it was rebuilt to guarantee compatiblity
(not saying that every underlying change breaks it, it's just to be sure).
