Mine (using SuSE 9.3) doesn't - and I certainly haven't touched that 
setting:

nimrodel:~ # postconf -v | grep 8bit

strict_8bitmime = no
strict_8bitmime_body = no

So if the OP has that set to yes, it must be that setting cyrus set up 
that.
