What I want is to install two languages at install time, e.g. English
and German. Later on, each individual user should then be able to pick
the language of his/her choice. We know it's perfectly possible to
have a mostly english Linux installation, just as it is possible to
have a mostly German installation. (I say mostly to account for some
apps not having local language versions).

All I need is 1) to have the option to install multiple languages at
install time, without having to select everything manually and 2) for
each user to be able to chose/swap between languages, for instance
through setting the KDE Personal Preferences.

It would seem that 1) can't be overly difficult, but does require a
change in YaST. 2) is there such a thing as a per-user, but
system-wide language setting?
