it is client software to allow a linux box to login to an NCP server.
NCP = Netware Core Protocol.

So ... a linux user can authenticate to a netware "tree" (an ldap ...
but not using ldap client protocol) and access netware resources. It
understands how to find the user object and run the login script, and
access files.
