I don't know the quality or features of this software but 10.0 has the package

KSayIt: To edit and read documents via KDE text to speak output.
KMag: magnifies a part of the screen.
KMouseTool: Clicks the mouse for you, reducing hand strain.
KMouth: The computer "speaks" the entered text for talking with people.
KTTSD: The KDE Text To Speak Daemon, which can be used from any KDE
