If the delay is not accompanied by high CPU consumption, the most common cause for such pauses is a slow-resolving (or non-resolving) DNS look-up.
That seems unlikely since I get the delay even when I click on the copy of Konqueror on the taskbar, which resolves (ultimately) to the Konqueror intro screen, and I presume that is local. I also get it when I try to view the local network. And, oddly, I get it only on one machine, not on the other one, though both are running 10.0.
You should verify that all the resources on the page in question are indeed local. Even if the HTML is local, it could well refer to an image on a remote host. And the difference between two otherwise "identical" machines can easily by due to a misconfiguration (even a minor one) in one of them.
