Actually it does restart X, but that is not the problem with updating KDE

You do need to init 3 (but not Ctl-Alt-Bsp), then init 5, because this
also restart kdm, which changes with a kde update (as well as check
/opt/kde3/share/config/kdm/kdmrc and make sure it is still a symlink to
/etc/opt/kde3/share/config/kdm/kdmrc).
