Camera Cannot Be Opened by Normal Users

I have a Canon Powershot S50 camera that had been working fine under 9.3
with Digikam and gtkam. As my own normal user account I was able to connect
to the camera via usb and download images, and even erase images on the camera.
Something seems to have changed since updating from 9.3 to 10.0 though. My
normal user (as well as a brand new test user I created) can no longer
connect to the camera using either digikam or gtkam. Root, however, can
connect and do all the normal manipulations of the camera.
This must be some type of permissions issue then, but with 10.0's change
from hotplug to udev, I have no clue how to troubleshoot it. I have tried
using strace, but it gives me 52,000 lines of output, none of which contain
the string "usb".
Anyone else having usb camera issues since upgrading to 10.0?
