-- Shriramana, I don't know what the cause of the problem is but I can tell you that it is not unique. I had the same happen (albeit regarding a different area of help) in 9.2 I did exactly the same as you and tried the reinstall...didn't make any difference. I'm now using 9.3 and all the help pages work fine (those that I have browsed).
