Creating new packages for OpenSuSE

Hello. Could someone please point out where can I find a document describing the steps I need to follow in order to build a package and make it part of OpenSuSE? I'm interested in packaging some programs that I need which haven't been packaged as part of SuSE as far as I can tell; I would start with the Ion window manager and Chicken Scheme interpreter/compiler. Also, are there some guidelines/policies to standarize the behaviour of packages in OpenSuSE? Thanks!
