No network with 9.3

Hi,
a few of times now I've tried to install 9.3 on a clone PC (different
hardware/chipsets). The install goes fine, everything is detected and
drivers installed.
However although the network card detects a link and reports the correct speed
and duplex it will not pass any traffic. It doesn't make a difference if I
swap out the card for a different make. DHCP or static IP is the same.
The OS will detect the new card, note that the MAC address has changed but
will not send any traffic. The only thing I've been able to do is install 9.2
instead which works fine. If I then upgrade to 9.3 it breaks again.
I've not yet tried patching the 9.3 install to see if it fixes the problem.
I don't know where to look to sort this as everything looks like it's working.
Even the Switch can see the MAC address of the NIC but can't send any traffic.
Firewall is turned off.
Anyone else seen this bizarre problem?
