Thanks for replying. Yes, mou_userdir is installed.
Then look in /etc/apache2/mod_userdir.conf
Add "+Includes" to the Options line in the Directory section.

I did successful rcapache2 restarts each time. What I'm not getting is why the
docs seem to say the default is enabled when Apache2 is installed?
