Anyone is free to do the same with the other languages, since the license explicitly allows to freely redistribute it as long as you don't remove the copyright note. If I don't remember bad, the english version is available at Novell's website. Not easy to find but it's there. Google will likely be helpful.
The 9.3 is only available as pdf not as HTML and it would be nice to have the HTML version if you have problems installing YAST. Why not have them at Novell?
