That could be a tricky thing. The question is: How does one measure that a system "feels fast/responsive"?
You get a big big big IBM Server with like 12 CPUs and a couple Gigs of RAM, and hack MS-DOS to find that much RAM and Processors, and THEN it's fast :)
personal impressions of a user and it's not that easy to express this by numbers. However there has been some work for measuring responsiveness of the Kernel by Con Kolivas. His tool is called interbench (interbench.kolivas.org). Maybe this is a good point to start.
