The OP. I believe, does not want to download web sites he only wants them in the browser cache for off line viewing.
In the end, it is the same. The web site will have to be downloaded and saved in the cache... transparently, but saved.
I think the question is how does one make the browser actually use the cache when one is offline. Normally it will just give a "host not found" error or similar. In konqueror, in the cache settings, you have an "offline browser mode", which I believe does just that
