Fair enough, one line less. I just assumed that since touch -t didn't change the correct timestamp, just running touch wouldn't do it either, but I just tested it and you are right, just running touch will do it. Actually, I overlooked that if you do what I said, you'd skip one night's daily run. So instead at 4.59am
rm /var/spool/cron/lastrun/cron.daily <ctrl-D>
should make it run at 5am
