I have kde-3.4.0 installed from ftp://ftp.gwdg.de/linux/suse/apt/SuSE/9.2-i386/RPMS.kde/ and it has in the menu "Switch user" and under that "Lock Current && Start New Session", "Start New Session", plus other selections for tty's.
