mirror.ac.uk isn't being phased out. It's funded by JISC until 2007. The old mirror.ac.uk (which was the old hensa archive for those who can remeber back that far) is now mirrorservice.org (but not mirrorsevice.com). It is continuing, but no longer funded by JISC and so with fewer resources than before, but with some things mirror.ac.uk dropped.
As for your transfer rates, remember, there are lots of different factors that affect this, it's the UK Mirror Service, and you're in South Africa from what I can ascertain, now, my experience of UK-ZA connections is that they can be ropey at best... :)
