I did
sendmail -v root < /tmp/dummy_file
or
sendmail -v myname@rl.ac.uk < /tmp/dummy_file
The message got sent and arrives, but in the
To: field, it says "undisclosed recipients".

The sendmail or postfix under Suse 9.2 has a strange default To: field with undisclosed recipients.
All outgoing mails bear this in the recipient field.
How to disable this?
That is the recipient addr when you leave the 'To:' field blank and 'Bcc:' instead.
