Keyboard repeat rate/delay on Dell laptop

I have a problem with the keyboard on my Dell Inspiron 1000 laptop. In Linux,
but not in Windows, it sometimes happens that I press a key, there's a delay,
and then the key repeats about 15 times--often enough to be a real nuisance,
but not often enough to be reproducible. This happens both in text
consoles and in X, so it's not just a matter of X parameters. Were it
hardware, I think I'd be seeing it in Windows also, and I don't.
Are there any Linux parameters that I can set that control the keyboard
behavior outside of X?
