network troubles

I think I'm getting a handle on my trouble with my ISP
when the IP changes the sockets that were connected are left sleeping.
Is this part of dhcp configuration?
I'm still not sure about the 10.64.64.64 p-t-p 10.112.112.112 I get for a
short while after a network restart.
