I have the same problem with 9.1 and gdm. Once I enter user and password and gnome2 starts, then I have CTL-ALT-Fx available. Gnome used to ask if I wanted to use keyboard or gnome keyboard (or something like that). I chose gnome keyboard, it stopped asking the question, but I still have to wait for gnome2 to load before I can get access to the consoles 1-6.
I think it is a keyboard module problem, but I have no idea how to overcome it.

Still on 8.2, but I guess the same applies for 9.2. To go directly into console mode, you should not use kdm to log in, but rather the console. YaST2 > System > Editor for /etc/sysconfig files > Desktop > Display manager > DISPLAYMANAGER > put the 'Setting of DISPLAYMANAGER' to 'console'. Having logged in into comsole mode, you can use 'startx' to start KDE, or 'startx <windowmanager>' to go to any WM. Of course you can use a script or alias to shorten this. For example, I just enter 'bb' to execute 'startx blackbox'. S.H.
