Hi Sunny,
check "xscreensave" whether it matches your needs/ideas. This says it is just a matter of changing a config file ... which might already be what you want.
Otherwise there are the programs xdmbgrd and xbanner which might be of your choice too. Just look into the documentation, since I am sure there is already a solution for your idea.
