Foreign characters in file names is displayed as "?"

      After installing SuSE 9.2 on a machine, all foreign characters in file 
names is displayed as "?".

Changing the Language and keyboard setup (in yast) changes nothing. The 
characters are displayed correctly, when typed in the shell, buf if I create
a file/dir with touch/mkdir, the resulting file/dir is displayed with all the
foreign characters replaced by "?".

I use the default kernel.
