As a previous reply pointed out, this is a non-routable address that, if valid, must be that of a host on your LAN. However, to answer your actual question, that address could be coming from "/etc/sysconfig/xntp", which is read by the "rcxntpd" script to obtain configuration information. You might want to consider using YaST to configure your time server. Doing it this way will ensure that the proper configuration file is updated. Manual update (by editing config files) requires you to know all the particulars of SuSE's means of handling system configuration, which as I understand it is unique and distinct from other Linux distributions. YaST -> Network Services -> NTP Client In the resulting window you can configure the time server(s) you wish to use as well as a few other details. You can also view the log and configure firewall interaction, if necessary. This is how I set up my NTP client, and it has always worked just fine. I have two servers configured, one supplied by my ISP and another by a public time server here in the States.
