Nor should it.

Try 'chkconfig portmap' or better 'chkconfig --list portmap' - but notice
that it just tells the service to start at the needed runlevels, not to
start at that moment. To start it "right now" use 'rcportmap start'.

You can try, also, to set up network in yast. If I remember correctly, at
some point it asks you whether it should run portmap.
