Isn't the line immediately above it "temperature above threshold"? It means
your CPU is running too hot and is running at reduced speed to cool off

A CPU running hot is definitely something you should care about. You might
want to look into getting a new, more powerful fan and/or moving the machine
to a better ventilated area
