I guess this is KDE's autologin feature. To disable:
Do as *that* user:
Control Center -> System Administration -> Login Manager
Click on the 'Administrator Mode'-button and enter root's password
Click on the 'Convenience'-tab
Uncheck 'Enable auto-login'
Uncheck 'Enable password-less logins'
Click 'Apply'
