Sure, use something other then kinternet... like pppd which is the basis of all dial-up connections. There may be other methods but that is the method I would use.
I've used kppp and that's ok for me, thanks Bruce.
Then place a command in their .bashrc file to start up the pppd connection. You will have total control then of the connection, by user.
