vncserver prolbem

I am trying to setup vncserver on 9.2.
when I run the command vncserver as root everything is ok. Not that I want to run vncserver as root. Its just the only way it works.
If I run it as a user I get the following
Insecure $ENV{PATH} while running setuid at /usr/X11R6/bin/vncserver line 586.
The only thing I have found is it something with the /etc/permissions setup. Under Easy Setup vncserver works as normal under Secure setup it doesn't I can find what permission to change on what file to allow me access.
Any ideas?
