In fstab. With automount, the line could be:

/dev/cdrom /media/cdrom subfs fs=cdfss,ro,procuid,nosuid,nodev,exec 0 0

without, something like:

/dev/cdrom /media/cdrom auto ro,noauto,user,exec 0 0

I suppose it is. I don't use much kde, so I don't know... more than one
have mentioned the same thing about the CD light.
