Resizing without reinstall?

I want to move space from my /home and add it to /.
I was told this proceedure works
>tar -jcvpf root-date.tar.bz2 /
>tar -jcvpf home-date.tar.bz2 /home
>
>fdisk /dev/hdX (delete partitions, create new ones)
>
>mke2fs -j all partitions
>
>cd /
>tar -jvxpf root-date.tar.bz2
>cd /home
>tar -jvxpf home-date.tar.bz2
>
All attempts to use this have resulted in dammage to the extended
partition requiring me to restore the partitions or remake them with
fdisk. It seems this proceedure does not work in Suse 9.1.
The resulting files are too large for a cdrom so I must mount the target
drive on another system and as root mounting ONLY those partitions I need
to restore, I begin the restore.
No error messages but when I shutdown and remove that drive and put it in
the other system and attempt to boot, the extended partition is dammaged
so that the legacy system can not see its other partitions. In the third
attempt I could not even boot the harddrive without fdisk/fbr and
restoring the system with sys. I also lost the setting of the active
partition which was hda
Even going to the extreme of having these two partitions made primarys to
prevent contact with the extended partition failed to protect the system
from failure.
The other OS on this system is legacy windows. I need it for programs
not existing in winblows or *nix.
It appears that there is a point of no return for Suse which now requires
its own HD even though I had it working before but only with a 96% full
small / of just over 4.5gig.
What program can I buy, steal or download which will do what Suse can not
without dammage to my system.
I can reinstall 9.1 on my system but the restore destroys access.
