I'm no expert, and I'm not just setting out to bash Windows. However I would guess that the problem is the first word in your subject line, "Win". OK, here's my take, and as I said I'm no expert. However on our home network it just seems that after a while Windows seems to forget how to access the network in some way. Almost everything [ IM's, Outlook, IE, and all those other little internet goodies ] can still function quite nicely. It's just when you try to access something on one of the other computers it says it can't "Browse Network". Reboot and everything works like a charm for a while.
