I do have locate installed and can use it. But here's another thing I discovered: the help file in /usr/share/doc/packages says that the index can be generated by going to the KDE Control Center and choosing -> System -> KHelpCenter, but the Control Center has no System entry (only System Administration), and System Administration has nothing for KHelpCenter.
