I think that you can also use the same style as fedora. see /etc/init.d/boot.sysctl
Basically, boot.sysctl execs `sysctl -e -p /etc/sysconfig/sysctl` (man sysctl)
Shell environment value such as IP_TCP_SYNCOOKIES in /etc/sysconfig/sysctl are handled by other boot up scripts such as /etc/init.d/boot.ipconfig
