Sym-link following in SuSE 9

In both Apache 2 and Samba2 I have symlink following enabled. However
whatever I try I cannot get them to follow the links Apache 2 gives a
permission denied if I try to access a sym link file, and Samba2 won't
list them.
Can someone give me a clue about what might be happening here?
