When you look at the directory with winetools unpacked in it, doe you
see a gear icon above the file name? What is the filename? For the
version I have it just says winetools I'm running version 1.24. This
unpacked as an executable file, if your's is not an executable you need
to make it so. Open up a terminal and change to the directory that the
file is on, input ls -l, and look to see if there are any x's in the
attributes, and who owns the file. The file owner must change the
permissions. Not the best security but you can use a brute force chmod
+x to make it executable. Then while you are still in the console enter
./winetools. The winetools window should open up for you. You can move
this file to a directory in your path for easier access.
