There's also a cost. All those compiler and development packages have to be put together, maintained and (in some cases) developed and put onto DVDs. Some people don't want this and it's not unreasonable that those of us who do should pay for it.
OTOH, I don't need all the manuals; so I just get the pro update package, which costs about the same as the personal edition.
