Want to allow all users to shutdown

I have tried to change two files in /etc/opt/kde3/share/config/kdm: kdmrc AND kdmrc.SuSEconfig

In both, I tried to change the following items:
AllowShutdown=All (from "Root")

I then tried to run both ldconfig and SuSEconfig, yet the change doesn't seem to
take effect. However, I get the following output from SuSEconfig <clipping the
leading and ending lines>:

Executing /sbin/conf.d/SuSEconfig.ispell...
Executing /sbin/conf.d/SuSEconfig.kdm3...

ATTENTION: You have modified /etc/opt/kde3/share/config/kdm//kdmrc. Leaving it
untouched...
You can find my version in /etc/opt/kde3/share/config/kdm//kdmrc.SuSEconfig...

Executing /sbin/conf.d/SuSEconfig.libxml2...
Executing /sbin/conf.d/SuSEconfig.man_info...

Any idea how to get the changes to take place? Any input would be greatly appreciated!
