It is binary, i.e 100 111 101 101, translating the permission bits for a 
file.  This would be
Special   UID       GID    Sticky
               1            0         0
User       Read    Write   Exec
               1            1         1
Group    Read    Write   Exec
               1            0         1
World    Read    Write   Exec
               1            0         1
