Having to make a .procmailrc for each user won't always be ideal.
I just worked on this today. I have an /etc/procmailrc just for sending mail through spamassassin. One user wanted mail over a certain size to be forwarded to another address, which I was able to do with a ~/.procmailrc file. It appears after tests to work as wanted. You would only need a ~/.procmailrc for users that need more. BTW, my /etc/procmailrc does have the DROPPRIVS=yes option.
