No. The ftp directory contains the same versions of packages as the
boxed edition, less those which cannot be redistributed that way (Java,
for example.) The install procedure gives you the opportunity to do an
online-update to gather the updates during the final stages.

It's up to you, really, at least as far as optional packages are
concerned. Some will have to be installed from the ftp set in order to
get a functional system with all dependencies satisfied (PHP may be an
example, perl certainly would.) Also, I'd reccomend downloading the ftp
directory to a local server for practical use - it's much more
convenient and reliable.
