Perhaps DMA is turned off. I have been unable to turn DMA on (yet) on my new machine and it behaves in a similar way. As soon as there is some fairly intense disk access the UI gets sluggish.

The disk is not that heavily accessed.. Alot more then on 8.2 Especially if i move a few windows around. or simply move the mouse. It pops to 80-90% cpu in notime..
