I went to http://packman.links2linux.org/index.php4?action=cat&cat=6 and installed the Win32-codecs, A52dec, libdvdcss2, libdvdnav and from http://packman.links2linux.org/index.php4?action=cat&cat=1, I installed faad2, fame, lame and xvid. I am using Kaffeine so I also used apt4rpm (Suse 9.0) and synaptic and installed all of the xine stuff from there. In SuSE 8.2 I used MPlayer which is also at http://packman.links2linux.org/index.php4?action=cat&cat=1. Mplayer there will also show you the dependencies which are listed above. Well I am going out on a limb here but, is your DVD-rom new or just the installation? I recently upgraded my cd-rw to a dvd+-rw and found that I could not watch DVDs until I had set the region in windows, then it worked in both win and SuSE. My guess is that the region is stored in the firmware of the rom or something.
