That did not happen in SuSE-8.1 (working now with SuSE-8.3).
IMHO SuSE-8.3 doesn't exist. The version 8.2 was followed by 9.0.
Anyway, the information you provide is not sufficient to suggest a solution.
The following is from 9.0. These should be default settings.

I have the same settings and still 1) Bash history OK if I work in a x-term (but I don't need to open a window manager to read my mails with an ssh connection) 2) No Bash-history in pure console mode (no graphical environment thus).
