Since I have no idea what nscd is I think we can rule that out. Is it network security daemon?
name service caching daemon. AFAIU, it caches different services, like passwords, logins, etc. Not your problem.
It appears to be time based. Nevermind it's happening as I type. I pinged the gateway between email #2 and 3.

From what I remember, you have a router plugged into your ISP, and your SuSE box into your router and the one with the problem. Assuming that I understood that correctly, I would suggest setting up bind9 (DNS) as a caching server (i.e. just have the forwards configured to forward to your ISPs name servers. Then, in your dhclient.conf, add prepend domain-name-servers 127.0.0.1; which will add your local caching name server in addition to your ISPs. I think this will take care of your problem. Sounds more complicated than it is.
