You need to have gnome-settings-daemon running (starting the theme manager starts it) Either add it to your Autostart folder, or download the version of control-center2 from www.usr-local-bin.org (it's in the Misc Stuff section) which does it on a system-wide basis.
When I apply a gtk theme using the gnome control center the theme only last for the present session. If I log out and log in again the basic gtk theme is back. This apply to all gtk programs running inside kde (i call the gnome-control-center inside kde). When using gnome the themes are always working.
