Ben's just overreacting. It's not "fucked" as he puts it. Adrian or whoever put the 3.1.4 RPMs up simply forgot to include the qt3-3.2.1 for SuSE 8.2. I'm sure it'll be remedied soon. That this package was included with earlier SuSE's indicates this was just an oversight.
I think there are more oversights here, such as providing security updates through the supplementary directory, or compiling a security update against a newer base lib forcing a major upgrade of the whole system, instead of backporting relevant fixes as is normal practice
